Contexte général Le Tchad, a une superficie de 1.284 000 km2 dont plus de la moitié (63%) est désertique. Depuis les années 70, son économie, son écosystème et sa population ont été considérablement affectés non seulement par les aléas et les extrêmes climatiques (les sécheresses des années 1973 et 1984 ont considérablement affecté les vies humaines mais aussi les végétaux et les animaux ; elles ont été suivies des inondations de 1998 qui ont causé beaucoup de dégâts humains et matériels dans beaucoup de localités du pays) mais aussi par l’action souvent néfaste de l’homme dans l’exploitation des ressources naturelles.
