The Energy Sources Regulations (Minimal Energetic Efficiency for Indoor Light Bulb) 5771-
2011*
By the power vested in me pursuant to Section 3 of the Energy Sources Law, 5750-1989
(hereinafter – the Law) and with the approval of the Economic Committee of the Knesset, I herby
declare the following regulations:
1. Herein - Definitions
“The Standards Institution” – an institution as defined in Section 2 of the Standards Law,
5713-1953 (hereinafter – the Standards Law);
“Approved laboratory” – as defined in Section 12 of the Standards Law;
“Electric light bulb” – a light bulb that is one of the following, as defined in the standard:
(1) A tungsten incandescent bulb;
(2) A tungsten halogen bulb;
“Standard” – one of the following, as relevant and as valid from time to time in accordance
with the Standards Law, a copy of which is deposited for public inspection at the offices of the
Standards Institution of Israel, a link to which may be found on the website of the Ministry of
National Infrastructures at the address www.mni.gov.il ; in the absence of such a link, the standard
concerning these Regulations will not be valid:
(1) For an incandescent light bulb – Israeli Standard SO 60532 Part 1 “Incandescent
light bulbs – safety requirements: tungsten incandescent light bulbs for domestic use
and for similar general lighting purposes";
(2) For a halogen light bulb – Israeli Standard SO 60532 Part 2 “Incandescent light
bulbs – safety requirements: tungsten halogen light bulbs for domestic use and for
similar general lighting purposes";
2. No person shall import, manufacture for use in Israel, sell or market an electric light bulb Mandatory energetic
unless the Standards Institution or an approved laboratory has tested in accordance with the efficiency

3. The manufacturer or the importer will provide the Commissioner information on the commissioner
energetic efficiency of a light bulb that it has imported or manufactured in accordance with the
requirements of the Commissioner.
4. These Regulations take effect concerning a manufacturer or importer four months from the Effect
day of their publication, and concerning a seller or marketer, on the 6th of Tevet 5772 (January 1,
2012).
