FERC Updates Grid Business & Cybersecurity Standards, April 2025 (US)

FERC has issued a final rule adopting the latest version (004) of the North American Energy Standards Board (NAESB) business practices and communication protocols for the wholesale electric industry. These updated standards are designed to ensure public utilities consistently implement FERC's Open Access Transmission Tariff (OATT) requirements.

Why it matters

Clearer Grid Access: The standards aim to make OATT implementation more uniform across utilities. This can streamline the process for new projects, including battery storage, to interconnect and access the transmission grid, potentially reducing delays and uncertainty. Enhanced Grid Reliability & Efficiency: The updates are intended to improve the overall efficiency and reliability of utility operations, benefiting all grid participants. Strengthened Cybersecurity: A significant component of the new standards consolidates and strengthens cybersecurity protections for wholesale electric operations. This is critical for protecting grid infrastructure and advanced energy storage systems from cyber threats.

Who is affected

Public utilities (transmission providers) must adopt these new standards. Indirectly, any entity that interacts with the wholesale grid, including battery storage developers, operators, and other clean energy projects, will benefit from or be subject to these more consistent and secure operational practices.

Key timing

Effective Date: April 28, 2025. Compliance Filings: Public utilities whose tariffs don't automatically update must submit compliance filings by June 27, 2025. Implementation: Utilities must implement the new cybersecurity standards by February 27, 2026, and all other adopted standards by August 27, 2026.
